I haven't looked on mine but are you possibly over filling it? usually an overflow tank is only to be filled partially so when the fluid expands when hot it doesn't spill out. As for towing, I am not sure, I had to tow my friend about 1/2 mile when he ran out of gas and we just did it at idle 3-4mph to avoid getting water in the engine, worked out ok was just slow going.
